There's a system on HIVE that lets project owners ask for Funding to improve their projects. This is called "Decentralized HIVE Fund."
Each project owner has to put a "Proposal" article detailing why they need funds and how will they use them. Here's DBuzz's Proposal:

Users like you and me should vote for the proposals we like. (Unvoting is possible too.)
Funds are only for the proposal owner (in this case, DBuzz team) if it surpassed a certain amount of collective Hive Power in votes.
