This reminds me of the Carrera Bahn from my son. We used to play many rounds of it and it was lots of fun. At the moment it is collecting dust in the cellar and now winter is coming, perhaps I will get it out again.

I think that the starter card penality was mainly introduced to fight bot advantage. Your idea would be a solution to make new players onboarding easier.
